Reinstall these files. And visit this folder are there a files?
Open the VL10's eng with notepad and search this: Sound ( "../../tsrLoco_2M62U-Alias/Sound/tsrLoco_2m62u-eng.sms" ). In the sound folder's must exist 2M62u-eng.sms. And visit ChME's eng too. Install the VL10 Cabview#1. (Rе)install the VL10-1641 used cabview#2 Or perhaps disc defragment will help... I had similar problem when I installed too much locomobile and cars.
