You must have the scotcoal.s file in the tender's folder. This will add the .s file on to the tender model, and the hard coding of the sim will animate it according to the usage. It will also animate when you fill the tender at a coal tower. The 2.2 is the level of the coal, in meters, I believe, in the tender when it's full. You will only see the animation if the tender is modelled "empty"...if there is already a pile of coal in the bin, it will just sink below that.
You can create your own .s files for coal to add to any tender...I even got it to work in a hopper car (only catch was it only worked when coupled behind a steam engine as a tender!). Name it "yourname.s" and must the same name in the FreightAnim line.
